Appended: Memo of Town Clerk to the Chairman of the Committee; report by Edward Bell detailing the ignorance of Gilbert of the principles and duties of his office in allowing Mr Brady of Palmer Street to remove soil intended to protect a culvert and allowing him to deposit a stack of bricks on the culvert endangering it.
