The Committee had scrutinised plans designed by the City Engineer and drawn by W Barnett viz elevations, ground plan of basement, plan of ground floor and plan of first floor. Recommended that the Council instruct the City Engineer to prepare specifications and working drawings for the Basement and that tenders be invited for the required excavation.
