The Committee reported that the stones were ballast and rubbish discarded from the Government Quarry onto the line of Crown Street and a portion of Liverpool Street, that the material was being used to repair streets and was difficult and expensive to obtain elsewhere and that permission had been granted by the Government to the Council to use it.
