Committee expressed its opinion that past procedures for collecting the City rate were 'loose and unsatisfactory'. Collectors have been remiss in their duties but understandably so as they have been inadequately paid. Committee recommended the appointment of two 'clerks and collectors' to be paid £150 per annum and defined their duties; it further recommended that Council set the rates as soon after 1 July each year as possible.
