On 22 December 1898 a meeting of Council appointed five small Committees, two of which (the Works Committees and Finance Committee), were standing committees. The minutes date from the period of 1899 through to 1973. From 1973, the minutes can be located in the CRS 29 Proceedings of Council.

The Works Committee I was responsible for supervising construction and maintenance of the streets, drainage, cleansing and street naming, and implementing the provisions of the Sydney Corporation Act, the City of Sydney Improvement Act and other statutes affecting buildings, drains, and street works.

In 1901 it acquired responsibility to resume land for the construction and widening of streets while the recently formed Health Committee took over responsibility for the management of public baths, the collection and disposal of garbage and refuse and the main issues concerning the health of the City's citizens.

The Works Committee was also responsible for supervising the preparation of tenders, contracts and specifications, and matters affecting the safety and protection of city residents, such as the installation of tramway / omnibus passenger shelters and traffic lights and signs. From 1951 the Works Committee dealt with Development Applications and by 1973 they were the dominant matters in Committee meetings.

The minutes were separately bound, with individual alphabetically listed subject indexes at the front or the back of each volume. There is no index for volume 12/29 (1958-1959).

The series also contains the minutes of the special meeting of the Works Committee to consider the report of the Royal Commission on City Improvements (CRS 12/7a from 1910).
