Appended: Memo from Lines recommending promotions [as made by the Mayor] and also endorsing the performance of the assistant Water Assessors, Scott and Breakwell; Memo from Lines re the absence of WA Benson, expressing regret for "the loss to the Department, of an exceedingly smart, efficient and in some respects unusually accomplished officer, and to himself and those connected with him irretrievable unhappiness.
