Under the heading, General City Improvements, the Commissioners reported on problems in the development of Pyrmont, roadworks, guttering, reduction of work force, difficulties in sourcing roadworking materials, operation of dust carts, removal of night soil, actions taken by the Inspector of Slaughterhouses, watering the streets, the City Markets, the City Wharfs including intended construction of the Lime Street Wharf, foot pavements, construction and alterations to buildings, By Laws and lighting. Under the heading Sewerage, the Commissioners reported only necessary repairs were made as the existing drains were deplorable, unmapped, often of poor workmanship; the Survey of the City was still in progress but some new works had been performed. The City Engineer had made a full report on these matters. Under the heading Water, the Commissioners reported that as greater than normal rain fell in 1855, the supply from the Lachlan Swamp with water pumped from a lower level to the Tunnel had been adequate but they foresaw that the supply would be precarious in a dry summer and that supply of water to the higher parts of Sydney could not be guaranteed in even an 'ordinary' summer. The Commissioners reported on pipes laid, regulation of water carriers, water fountains and water supply to shipping. Under the heading Financial, the Commissioners presented detailed statements including salaries of officers, receipts, expenditure, balances and liabilities for City, Water and Sewerage Funds. Assistant Engineers referred to by name in the statement of salaries were W. Hooper, H. C. Mais, J. T. Strong, Jas Cowlishaw, E. Chirade. Appended: A: in body of report. B: The composition of funds transferred to the City Fund from the Sewerage and Water Accounts. C: Statement of sums outstanding at 31 December 1855.
