Committee believed the Council was unfairly dealt with in the enquiry by the Legislative Committee. The report disputed many of the Legislative Council Committee findings while conceding there were grounds for dissatisfaction with the Council's performance which it attributed to the "cumbrous machinery imposed by the act and the absence of legitimate endowments". Many allegations concerning works in many of the streets of the city and the actions of Council Officers are rebutted in detail. Persons named in the report: Robert Lowe, M.L.C., Austin and Rowley (collectors of rates), McBeath (Clerk of Works), Colonial Architect and his foreman of works, Sharkey (re evidence given in Darlinghurst Gaol Inquiry), Rev.
