The Committee was responsible for drafting of by-laws as well as dealing with complaints about by-laws infringements. A great deal of their time was taken up with traffic and vehicle complaints, including the regulation of omnibuses and reports from the Inspector of Vehicles.

Some of the pages have copies of by-laws pasted into them, for example laws relating to slaughtering of cattle within the City of Sydney, establishment and regulation of public markets, porters and barrowmen, public health, butchers, and cattle sale yards.

The committee also dealt with regulations covering the dress of the Mayor and aldermen.

The volume contains an alphabetical index to matters dealt with by the Committee,
