Prior to 1900, letters received and letters sent, even on related topics, were stored separately. The letters received by Council were pasted into volumes, the duplicates of letters sent in press copy letter books. From 1900 onwards copies of letters sent were filed in CRS 28, Town Clerk's Correspondence Folders, 1900 - 1913.

From 1842 to 1853, the volumes have indexes at the front. From 1854 to 1900, the letters sent were indexed separately in CRS 4, Indexes to Letters Sent.

The first volume of letter books has two sections. The latter half of the volume contains letters sent from 7 December 1842 to 17 March 1843. These letters were numbered with a single running number. The first half of the volume contains letters sent from 4 April 1843 to 1 March 1844 which have a different numbering system, for example letter 65/85 and 44/109. This numbering system is not related to the date and it is unclear what the numbers represent. From the second volume the numbers were allocated annual single numbers.

In 1979, the Deputy Town Clerk approved the destruction of "numerous bound Letter Books" which were stored on Level 23 of Town Hall House. The file notes that these "volumes contain copies of Council's outwards correspondence, duplicating those copies found in Council's official files". (See CRS 116, 19.16.0031)

These volumes contain carbon copy duplicates of outwards letters signed by the Town Clerk, on pink paper. They are bound chronologically. each volume is paginated (starting at '1' for each volume) and indexed at the front by name of the person or organisation to whom a letter was addressed. These volumes were destroyed under the approval originally given by the DTC in 1979, no circumstances having changed that would affect that original decision, and these volumes having evidently escaped the earlier destruction by chance.
