The sheets were prepared by staff of the City Engineer’s Department. The map dates from 1938-39 and 1948-50. The gap between these two periods is accounted for not by the intervening war years but by the expansion of the City of Sydney local government area from 1 January 1949. Between 1842 and 1949 the City’s boundaries had remained almost stationery, with the main exceptions being the absorption of the Moore Park area in 1870 and the incorporation of the Camperdown Municipal Council in 1908. Under the Local Government (Areas) Act 1948 – a scaled back attempt at large scale local government reform by the McKell government – the City absorbed a ring of surrounding municipalities: Paddington, Redfern, Alexandria, Waterloo, Erskineville, Newtown, Glebe, and Darlington. The map sheets originally created in 1938-39 therefore had to be extended to cover the new boundaries of the City, thus the original 12 sheets became 24. The Civic Survey appears to have been created as a town planning tool. The Council established a City Improvement and Planning Committee in 1936, and appointed a Town Planning Assistant (to the City Engineer) in 1938. The post-war sheets are marked as created by the Town Planning Branch of the City Engineer’s Department. Each map sheet shows streets and open spaces, with property boundaries and rudimentary building footprints. Heights of building (in storeys) are indicated. Street numbers are not always given. Contour lines are shown at five-foot intervals, information not usually found on maps of the City area.

BOS Series Description:
The Civic Survey comprises a set map sheets covering the City within the boundaries as they stood during the period 1939-1941, plus additional sheets drawn in 1950-1952 covering the expanded boundaries that took effect on 1 January 1949.
The scale is 2 chains to the inch. Each plan sheet is approx modern A0 size, not all sheets are exactly the same size.
The maps show: streets, some major public buildings (for example Prince Alfred Hospital but not the Town Hall or QVB), rudimentary building footprints, and an indication of the height of buildings (number of storeys). names of some industrial enterprises are shown. Contour lines "on standard datum" are also shown.
The Civic Survey appears to have been a planning initiative begun in 1938-1939 that was overtaken by events. Following the Second World War and the major expansion of Council's boundaries from 1 January 1949 additional sheets were created to cover the new areas added to the City. However the Civic Survey was then superseded by a completely new multi-sheet map, the City Building Surveyors detail Sheets, based on an aerial survey flown in December 1949.
The sheets are a mix of linen tracings and plastic foils. No original drawings are known to survive.
This series also contains a bound smaller set of the plans covering the per 1949 City boundaries at 4 chains to the inch. Each plan sheet is approx 340 x 510mm (slightly larger than A3). The sheets are backed onto cloth-backed paper and loosely bound into album form with a key map at the front. Some sheets have been hand coloured to indicate (for example) roads, parks, proposed road widening and new roads including cross city expressways. This may represent use of the volume in the City Engineer's Department for planning purposes.
