Initially, the Minutes of this Series were filed with their corresponding Agenda and Business papers. Later on, Minutes of a previous meeting formed part of the following meeting's Agenda and Business papers. This Series also contains Board correspondence, filed by year.

The Festival of Sydney had its origins in the Waratah Festivals which ran from 1956 to 1973 by the Sydney Committee. The Sydney Committee was established in 1956 to promote and organise spring festivals and Australia Day celebrations.

Declining interest and sponsorship in the Waratah Festival led to a rethink about the nature of the Festival. Stephen Hall, formerly Artistic Director of the Australian Opera, was approached to submit a report to the Sydney Committee on a new festival for Sydney. His recommendations included holding a summer festival in January, and changing the Sydney Committee from an unincorporated committee to a non-profit company, limited by guarantee. This occurred on 18 September 1976.

The first Sydney Festival was held in January 1977.
