This Committee was one of the first appointed by Council in 1842 but it does not appear to have kept minutes as such from 1842 to 1847. However, numerous reports were presented to Council which are contained in CRS 21, Committee Reports, 1842-1899. The Committee was responsible for the supply of water to the City and suburbs, setting of water rates and exemptions, licensing of plumbers, cancelling plumbers' licences due to breaches of regulations, making and publishing of by-laws relating to water supply, and the erection of fountains. It also maintained Council's fire engines.

The Minutes also recorded matters such as the purchase of materials for the operation and maintenance of the water system, construction and repair of street fountains, budget estimates, engineer’s reports, returns of water laid-on, returns of the number of men employed on waterworks, weekly returns of days, works, wages, newspaper cuttings, and a copy of 39 VIC No. 7, An Act for preventing the pollution of the water supplied to the City of Sydney and its suburbs dated 11 July 1875.

Both volumes were handwritten and were indexed at the front of each volume. The indexes listed the subject matter and the relevant page number in the minutes. Often the subject matter referred to names of individuals requesting water supply. The back of volume 1 also indexed the date, cost and number of men employed on works in certain areas of the city.
