Boarding houses and lodging houses provided accommodation for a significant part of the city population until the mid twentieth century. Some idea of this can be gained by looking at the figures for the "lodger" vote at Council elections, tabulated in Hilary Golder "Sydney's Elections" (Sydney, SCC, 1995).
On 21 February 1878 the Finance Committee approved a Common Lodging Houses Bill. [No further details recorded in Minutes]
On 14 February 1902 the Minutes of the Health and Recreation Committee recorded that night inspections of lodging houses "are at present paid and such visits will be extensively increased as soon as possible." (CRS13/1)CreationSydney Corporation Act 1902, s150G (a) (b).
