Provision of welfare and relief services

Provision of services intended to relieve economic hardship and poverty among city residents or other groups (such as the dependents of servicemen, or victims of bushfire disaster). Excludes charitable fundraising appeals.
The Minutes of the Improvement Committee for 25 August 1843 record the passing of a resolution to increase the number of men working on the City streets to "not more than 300 married men" because "great distress prevailed amongst the Labouring Classes for want of employment, and ... the Streets of the City required more hands to repair them." The men were employed on the basis of the number of dependents and their needy situation, as long as they were also of good character. [CRS 10/1].
In 1907 Council resolved to establish a relief fund for unemployed to work over the Christmas season. (26 November 1907).
