He graduated BE (in Chemical Engineering) from the University of Sydney in 1975) and also holds a BComm (University of NSW 1983).
In 1976-1983 Sartor was employed as a chemical engineer and in management roles by Colgate Palmolive and Total Australia Ltd. In 1983 he took up the position of founding Director of the Public Accounts Committee of the NSW Parliament. From 1986-1991 he worked as self employed management consultant specialising in organisational and efficiency reviews, and public policy.
Sartor was first elected to the City Council on 14 June 1984, as an Independent representing the Newtown ward where he was known as a community activist. In the 1984 elections, a large number of Independent Aldermen outnumbered the Labor and Civic Reform blocs.
In April 1987 the City Council was dismissed by the NSW government and replaced by Commissioners. When the elected Council was restored from 1 January 1989, Sartor returned as one of the Aldermen.
Following the Council elections in September 1991, Sartor was elected Lord Mayor by the Aldermen, and was reelected annually until legislative changes in 1994, which brought in four-year Council terms (formerly three years) and reinstituted direct voting for the Lord Mayoralty.
Sartor won the Lord Mayoralty narrowly (over his opponent Kathryn Greiner) in September 1995, and convincingly (again beating Greiner) in 1999. Both times he led a team of Independent Councillors which held a majority on the Council.
Although nominally an Independent, Sartor had ties to the Labor Party (he contested Labor preselection for the seat of McKell in 1988). In March 2003 he was elected to the Labor-held sest of Rockdale and immediately joined the Carr Ministry.
