He was an Alderman of Burwood Municipal Council from 1959 to 1974, serving as Mayor for three terms. He was also an Alderman with Ashfield Municipal Council from 1974 to 1977, before becoming an Alderman on Sydney City Council.
He was an Alderman for Sydney City Council from 1977 to 1987, and Lord Mayor from 1980 to 1987, when the NSW State Government replaced the elected Council with three Commissioners.
He was re-elected to Sydney City Council when elections were held in 1989. He did not stand for re-election in the Council elections of September 1995.
