In 1924 he graduated with an honours degree in Engineering from the University of Sydney and completed a Certificate of Town Planning.
From 1924 to 1926 he was Assistant Engineer with the Metropolitan Water Sewerage and Drainage Board. From 1926 to April 1954 he was an engineer with the Department of Main Roads, becoming Assistant Commissioner of the Department in 1954. He remained Assistant Commissioner until April 1962 when he became Commissioner for Main Roads.
In August 1967 he was appointed Deputy Chief Commissioner of the Sydney City Council under the provisions of the Local Government (City of Sydney Boundaries) Act, 1967. Shaw, the Chief Commissioner Vernon Haddon Treatt, and Commissioner W W Pettingell replaced the elected Council until September 1969. In 1970 he became Chairman of the Higher Education Authority of NSW and in 1971 Chairman of the Sydney County Council. He died on 20 April 1983.
