Unique IDAG-0186DescriptionOn 21 September 2012, the Committee previously known as the CA 186, Planning, Development and Transport Committee, 1999 + became known as the CA 186, Planning Development Committee, 1999 + with three subcommittees: Transport, Heritage and Planning committee; Major Development Assessment committee; and Development Assessment committee. The Heritage function, which were previously part of the CA228, Environment and Heritage Committee, 2004 + was added to the CA186, Planning and Development Committee, 1999 + within the subcommittee discussed above: Transport, Heritage and Planning.
This committee was created in September 1999 when Council decided to create three new standing committees, namely: CA 186, Planning Development and Transport Committee, 1999+; CA 187, Community Services, Small Business and Tourism Committee, 1999+; CA 188, Cultural and City Care Committee, 1999+. CA 142, Finance, Properties and Tenders Committee, 1995+ was the only earlier standing committee retained. Also, special committees and sub-committees were reorganised and attached to respective standing committees.
CA 186, Planning and Development Committee, 1999+ is assigned to deal with all matters pertaining to a) development applications, not dealt with by the Central Sydney Planning Committee; b) Planning Instruments ie LEPs, DCPs, Policies; c) Transport initiatives and issues; d) Parking policy; e) Traffic and Pedestrian, Cycling and Traffic Calming Committee; f) Referrals from other authorities for comment on any of the above matters; g) Grants and sponsorships; and h) All applications for footway usage approvals. Prior to 2012, the committee also dealt with: the Design of City projects, including public spaces, street furniture, parks, city buildings and community facilities; and City Safety Program.
Council also delegates its powers under the Environmental Planning and Assessment Act 1979 to CA 186, Planning and Development Committee, 1999+ on the following: 1) Under section 80 (1), to determine development applications; 2) Under section 90 (3), to grant deferred commencement consent; 3) Under section 80 (4) and 80 (5), to grant staged development consent; and under section 96, to approve modifications to any of those consents. In addition, the Committee is also authorised to approve submissions, relating to the matters listed above, to other consent authorities.
Over the years, this committee has had various subcommittes including the Access Committee and the Traffic Committee. The Access Committee was a sub-committee of the PDTC from 1999 until the Access Committee was abolished in April 2002 when Council adopted the City of Sydney Access Policy. Prior to 1999, the Access Committee was a sub-committee of the Projects and Public Spaces Committee CA144.
